We were approached by the City of Headland to take over maintenance and hosting of their website in 2003. The major problem was service and support as they were having difficulty in getting content changed.
Challenge
As the
website design
was a good style and the city officials were happy with it, they didn't want any major changes to the way it looked. However, the underlying code was a mess and not very compliant with W3C standards. In addition, many images were way too large, not cropped to focus on the image subject and the quality of the images were not great.Solution
We cleaned up the code and, on some pages, did a complete re-write with minimal changes to the overall display. We enhanced and resized the images on the site to improve page load times as well as the quality of the images. We replaced the navigation menu images with CSS styled text to reduce page load time.
The content was brought up-to-date with current information. We added a gallery, a calendar and a document presentation page with administrative document upload pages. We modified the guestbook to block spammers from posting unwanted comments.
Update
In the Spring of 2009, we performed a complete upgrade and redesign of the website. This included upgrading to the most recent version of
Joomla
, setting up and maintaining the email server for city personnel with individual online contact pages to hide their email addresses from spam harvesting robots. The home page includes a front page display component with rotating content and images. In addition, we have a section at the mid-top-right location which can display upcoming notices such as road closures, water outages, storm siren tests, community events and meetings but when not used, it will display a slideshow of images with text about the town square. The site has a full-featured calendar as well as randomly selected header images. Particular attention was made to all of the content images with high quality enhancement performed to ensure that each image reflected the City of Headland in a positive way.Result
The City of Headland has a website that meets it's needs for the discimination of information for the citizens of Headland as well as a site that helps to promote the City of Headland as a nice place to live, work and play.

Since moving to Headland in 1970 I have always worked to help the community realize it's full potential. After retirement I assumed the role of Economic Developer for the city. At that time the Henry County schools and none of the municipalities were using the emerging technology provided by the internet. There were no web sites at any level of government in the county. Efforts were begun to create a website for the City of Headland. Many attempts to create a web site failed. These failures were primarily because of elected officials did not put the creation of a web site as a top priority and did not see the importance of staying abreast of technology needed in modern society.
